of Intelligence Staff Far East Singapore.
Your telegram 111 to Foreign Office.
Japanese Customs officers have arrived and I am informed river is to be "reopened" on or before March 10th. I understand that all that the "reopening" will consist of will be a further modifica- tion of temporary agreement enclosed with Canton despatch 129 July 10th to Governor Hongkong (135 to Embassy) so as to permit (a) increased number of sailings (b) carriage export cargo (c) Customs
control.
I am pointing out to my Japanese colleague that such trifling measures cannot give satisfaction.
